A young market

North Carolina is one of the newer legal markets in our table. Online sports betting launched in March 2024, so rules, licensed operators and tools can still change. A fact that was true at launch may not be true now, which is why this page links its sources and why you should read the regulator's current page before you open an account.

The lottery's gaming FAQ is the main official page we read for the legal status. It describes online and mobile sports wagering with licensed operators as legal in the state.

Self-exclusion

The lottery's FAQ points to a Universal Sports Betting Self exclusion program for people who want to stop betting. It is called the Universal Sports Betting Self exclusion program. Read the lottery's page for how it works and how to sign up.

Who oversees it

The State Lottery Commission is the licensing body and regulator, according to its proposed rules. Those rules were published in October 2023, before betting launched, so the final rules may differ in detail. We quote them because they are the clearest official text we could read, and we label each fact that way.

The proposed rules set the operator license application fee at one million dollars and list wagering from outside the state's authorized boundaries as ineligible. In plain terms, you have to be in North Carolina to bet.

How to find the licensed apps in North Carolina

Start at the website of the North Carolina State Lottery Commission. Whatever operators are approved in North Carolina, the regulator's own pages are the authority on which apps may take bets, and they are more reliable than any comparison site, including this one. We leave out individual apps here: we have no verified app-level facts for this state.

Legal betting still depends on where you are when you tap to confirm. Look up the rules for your current location first, and install an app only from an official store or the operator's own page.

What we could not verify

Anything we could not read on an official page, with the wording to show for it, is not on this page. The gaps are:

  • A regulator page that lists the licensed operators, because the pages we could reach did not show one.
  • Any official rule on betting on college sports.
  • The state tax rate, because the only pages that state it were blocked or showed no quotable text.
  • The final rule text, because the quotes above come from proposed rules.
  • The number of licensed operators.

Check the date before you rely on a fact: we read these sources on October 30, 2026, and the law may have changed since.

Betting responsibly in North Carolina

A bet is a cost you choose to pay for entertainment, never an income plan and never a way to recover a loss. Fix your limit first and use the limit tools in the app. The state health department gives a problem gambling line. Call 1-800-GAMBLER whenever you need to, or open the responsible gambling page.
